can I use a knife to cut on a silicone pastry mat?

Yes you can
And if your knife/knives are sharp the the mat will get cut. I've had harder flexible plastic mats completely destroyed by sharp knives, which is normal.
If you have at least half decent knife, don't use it on glass/marble surfaces.It'll destroy the knife edge. If those are throw away pieces then whatever you wish.
Anyway, those mats aren't intended for cutting and won't hold up that well. Besides, small surface cuts on them will harbor bacteria. That is very hard to scrub out, pretty much impossible.
Better choice is hard rubber cutting boards. Those are dishwasher safe, friendly to your knives edges and FDC approved. Most of the restaurants use those instead of wood boards these days. I still prefer good a wooden cutting board, less sticky and saves the sharp edges better, although I have both types.
Food tends to stick to hard rubber more than to the wood surface, on the other hand hard rubber is cheaper, dishwasher safe, lighter and thinner, compared to end-grain wood boards.
